At category page you can put promo block in 3 placeholders. Promo blocks can be attached to any category or only specific ones
Home page may contain promo blocks right below top menu and above footer
Product page contains placeholders for promo content above and below product view area
You can show promo block at all products or only on selected ones
For promo block you may define custom name, select cms block to show or even enter custom HTML
Also you can choose placement, upload image and specify target link for it
